| The mistake was in using Imoen, Narlen specifically said you alone, no followers. In fact Narlen shouldn't have appeared if Imoen was with you. Presumably you met him alone, then went and got Imoen, thus disrupting the quest line. Best bt is to go back to a save before the first encounter with the guard and do the quest again if possible.
