At the moment, it won't affect everyone, but if you have the pre-order bonus, it appears at point 5 on the lower Barrow map.
It wouldn't surprise me in the slightest to find out that Bioware/Obsidian/whomever does the patches includes the bonus (Blessing of Mystra) in a future patch.... (which can be purchased)
