Only by levelling up. There is a ring hidden very near the south edge of the Friendly Arms in area, east of where you arrive, that doubles the number of first level spells a mage can cast however.

If I recall corectly (IIRC) in the original version of BG, you can't tell except the hard way (it's years since I played anything but the Tutu version, so I could be wrong), but generally the wands have very few charges, so it's best to get them recharged if you can afford it.
