Can't recall 100% sure, but it may be false info that those bodies were actually inside the mines. After referring
this walkthrough and
this map, I got an idea that those bodies could as well be at the underground sections (in a map, check the Residential section of Broken Hills and look for entrances marked with numbers 5 and 6)
