Tough yes, but not strange. The lvl 45 Azunite Hero (archer or warrior) was added with the BW batch. It is meant to be damn hard. Sorta like doing the Blacksmith quest or the Aminlu Arena quest.
So, be assured that it is not a bug. Just the way the game is.
