| Wasn't that armor part of the list of leveled drops that are actually unobtainable due the player never being able of reaching a level quite high enough? Production cycle was cut short on KOTOR 2, they cut a planet and likewise a sizable amount of XP. They probably never bothered to correct the drops because rebalancing the game for these items (or the items for the game) would have meant a great deal of additional work.
Sadly Team Gizka won't be restoring anything that will involve rebalancing the entire game either.
