| SPOILER: You have to win it in a card game from the COnrugon at level three of Watcher's Keep. At that point it's a +4 weapon, but later on, in Sendai's Enclave, in the room with the lich, there's an item called the "Lich's Skull". So if you have those two items and the gold, you can go to Cespenar and he'll create the Spectral Brand +5.
