If the weapon specifically says it requires a level in magic weaponry - then thats what it requires.. if not, then it doesn't.
(of the daggers) Only the Winter Dagger requires magic weaponry:

Note that the more difficult the opponent, the less effective the effect - and also, the lower the skill needed to use weapon - the less effective. Practically speaking this means that most of the daggers aren't of much use after about character level 10 (..the winter dagger is an exception). And yes, you can tell when a dagger's effect is working.. take-on some Brigands in the Slums of Fargrove or along any highway.. The Necrotic dagger is more powerful than the Crypt dagger, so try using that.. IF you see a Brigand just kind of stop where he is for a few seconds.. then thats the effect working.
Note: When you get into the Naga Temple their will be a room with about 5 chests - at least one of which will drop magic weapon axes and the fire Kama (..so make sure you save your game before opening them).
