Yes. Currently my elf femaly is level 28, and, though she did not proceed in her mage career, she wields an arsenal of high octane spells and does respectable melee havock with her staves.
When there is just too much opposition, a few nova spells will clean the house.
The bosses are weak when you use the celestial wards.
