Not sure about IWD2, but for normal third edition rules-

1- Yes, they stack. Rage gives a nameless bonus to strength, and potions give enhancement bonuses to strength, and in DND, different types of bonuses always stack.

2-No, there speed bonus only applies in light or medium armor.

3-No, the rage bonus to con is temporary hit points. So, for example, lets say you have 50 hit points and rage gives you 10 more hit points. This is treated as 60 out of 50 hit points, not 60 out of 60. This means that once rage ends, you suffer no damage to hit points whatsoever (like if you've been attacked and are at 10 hit points left, you won't lose those ten hit points, the temporary hit points were already depleted and no longer have any effect).

As said, this is just for normal rules, I have no idea how it applies in Icewind Dale. I would bet that the first two are correct though, as if they have the capability of making monks lose all there bonuses when they wear armor, they can have that same penalty for fast movement and barbarians wearing heavy armor. And IIRC, there are no stacking rules in IWD, so anything stacks with anything (though I could be wrong, I haven't played the game in years).
