From what I've read on other forums, this is caused by playing the game without the CD. The only way to do that is to use a special trick patch that puts all the game files on your computer, or to be using a cracked/downloaded version of the game.
The developers designed this one cut-scene to REQUIRE the CD to be in the drive to come out of it in the right place. So, if either of the above things matches your situation, the only solution is to put the game CD in the drive and ring the bell again.
