Also, you could check similiar thread dedicated to Fallout 2, as some mehtods described there may solve problems in Fallout 1 as well.

So, basically you need to enable the compatibility mode. Here is how it's done:
  1. right click setup.exe
  2. Go to the tab called "Compatibility" (or similiar)
  3. check the box labeled as Compatibility mode (or similiar way, depending on the language of your system)
  4. Click ok, and run the setup
