Skooma making is one of those myths that got around the internet, you can't actually create the stuff yourself
Though, given all of the negative effect ingredients you can find, you could probably make something at least similar to Skooma. You won't be able to sell it for 500 gold though, not unless you can get your alchemy skill and intelligence very high.
