There are loads of threads on this forum with many possible solutions to this problem. Search for Ming and you will come across them
The trick that works for me is to stand right next to the bar across the door, as if you are going to push it, save then reload. After that it usually is possible to move the bar.
Another option is to use the no-clip console command to allow you to just walk through the door.
