Couple I can recommend offhand:
Seyda Neen Complete - makes Seyda Neen
a lot bigger, includes at least one quest, and three different houses for you to claim.
Balmora Expansion - Makes same to Balmora what Seyda Neen Complete makes to Seyda Neen. May be a bit laggish with low-end computers, but at least in my computer it was playable.
