That game is driving me nuts! (official patch v1.2 and latest "true" patch installed)

a) It is dead slow. Always was, but lately it is lagging like mad. I can't even walk along the street or something. My PC actually meets the system requirements, I only have essential background applications running and all visual effects are turned off / set to high performance instead of high quality. I don't get it. I've never had problems like that with other (more demanding) games. Maybe you know some tricks...

b) Downtown. When I started off there I first wanted to complete the quests that were still left from Santa Monica (meeting those guys in the apartments and in that tower, like, the first two buildings you come across), but everytime I tried to enter one of those buildings the game crashed to desktop. Tried it several times, in vain.
So I came on here and read that someone once had a similar problem and was advised to stroll around a bit, talk to people and stuff. I did so, met the regent and went into the hotel, was working fine, but I still can't enter the apartments and the tower. Any ideas how to fix that?

I'm desperate! Would be more than great if you could maybe help me along.
