At the beginning, I don't suggest to try to bribe everybody who you meet, as like you said you don't have much gold to do that.
But even though you don't succeed in bribing someone that doesn't mean they don't have something important or interesting to tell you. You just may have too low skill for bribing them (sorry, can't remember which skill was related to bribing...
).
The fact why I liked in Morrowind especially was because you can't be sure if the NPC you meet have something important to tell you or not. You just have to talk to them to find out.
