The standard English (read: european) version have kids taken out as I mentioned; not just the German version, but all European versions.
So have you installed the US version of the game, or the European version + the kids patch and then repatched with the US (1.04e?) patch (which you must/should if patching with the kids patch)?
Cause if the latter, it sounds as if your game is bugged, but I've never heard of the nixon doll not showing, if you've installed the patch, but I guess it is possible.
But it sounds more as if something went wrong in your patching then a bug.
