In my opinion, I much prefer more cities/towns in a certain planet than more planets. More civilians in a city is a good idea, seeing how sparsely populated the cities in certain planets are in the previous KOTORs, especially the large cities (most notably, Nar Shaadar and Taris).
I would also like to see large open-ended cities just like the cities in the GTA series (most notably, San Andreas) where you can roam any part of the city, though I have yet to see an RPG use this mechanic but it would be a nice touch, nonetheless.
