Throughout the whole game? I always thought that it's the developer's decision to leave him as a mute. I've been seeing this trend in some games as well, including the linear ones like the Half-Life series to name a few. While I don't mind it, I do get tired of playing the role of mute main characters after a while and wish for a main character with voices, especially in open-ended RPGs. Just a thought.

Well, they (the developers) don't need to go in that direction. As mentioned before, voicing the evil conversation option in an evil tone and the good conversation option in the good tone. Much simpler that way.
