| This may sound stupid, but did you go back and re-scry for him? I swore I had the same problem the other day (happen to be replaying now myself), but headed back to the Council of Seven area and did the re-scry and he showed up right where he belonged at the alter.
I'm assuming it is before you've done the Axe quest ... if it is after then you'll find him in the building south of the axe. But as fable says he does wander a bit.
