Officially not, since that's the exact RE where you were supposed to get the HH, but which has been broken. Probably you have installed somekind of fan-made patch which has repaired that encounter, causing you to actually be able to get it.

I have installed the unofficial 1.05 patch, but for some reason it's still written 1.02b at the main menu... I probably haven't copied the .exe file properly.
