I am certain that I have seen this one before somewhere. I just can't remember exactly what the resolution turned out to be... Here is an exerpt from a site that I found that had resolved a similiar problem with a .NET realease.
"They were running XP, and their shortcut was set to run in Win98 Compatibility mode. Once they unchecked that setting, the error went away. I do wonder how the setting was checked in the first place, since the user definitely didn't do it herself. If anyone has any ideas on how this could have been set by default, I'd like to hear them."
Check the above information by performing the following. You can right click on the icon and left click on properties, then select the "Compatibility" tab. Verify that nothing is checked or selected here and click ok. Report back to me your findings.
