Yeah but why is the pub in which you can meet Nines an Elysium as well? If it was Cammy etiquette, would the Anarchs use it then? And as Mercurio isnt a vampire, why is his place an Elysium as well?
I think its just one of the unlogical things in the game. Probably invented to keep the player from doing stupid things to characters which are essential for the main quest. Sort of an "invincible" NPC area. I mean, Gothic made all essential NPCs invincible, which was very unlogical, as the player had the strength to defeat them (once you switched off the invincible flag).

And while we're at it: Combat-areas are as unlogical as Elysiums, because whilst you are not allowed to kill innocent people in a Masquerade-area, you can kill innocent bystanders in a Combat-area, even though killing them would be forbidden in an Masquerade-area.
