2) Why do some nether spells never seem to work? Namely choking cloud, dragon claws and blinding fog come to mind.

4) Does backstab affect ranged weapons?

For your first question there are benefits for ninjutsu past rank5.You do more damage unarmed(also take a lot dexterity).
The second question can be answered like thisossibly a game bug.
Third question:I don't think it affects ranged weapons you will do just the damage of your ranged weapon.
Last question:Backstab works with unarmed attacks and melee weapons.
