There are no confirmed rumours saying its even in production, so personally I think its unlikely to even come out in 2007. Until Lucas Arts or a developer confirm that they are taking on the project, there is no evidence at all that there will even be a 3rd game. There are definately other Star Wars games being developed but until there is an official confirmation then nobody can say if a Kotor will be made and to be honest it looks very unlikely that it will appear at E3 next year or released in time for the holidays if they haven't even started making it.
