Yeah, I looked at those threads before posting this, but none were terribly helpful. The only solution looked like going back and doing it again, and luckily I had a save. Once I did this, I was able to do the upgrades, but only the post-wizard ones. I never got the option for those upgrades that are supposed to be available when you first meet Nordom, for some reason.
Edit: Although I realize that this title would probably pop up for anyone else looking for the solution to this problem, so if anyone has some advice, it'd probably be good.
All I can offer is to keep a back-up save ready right before your encounter with the wizard. Once you go through every dialogue option, kill him, and see what the results. I only had to kill him once again for this to work, but I'm not sure about others.
Also, if/when the options do become available, there's another bug that can come up. When you're giving him the motivational speech (17+ CHA required), at one point two identical replies become available.
Pick the bottom one, as the top one gives you less of a stat boost.
