| 200 extra speed is not always worth it - it depends on your character. I role play more than power game and if I play as a mage etc. I don't really equip them with boots as they wouldn't wear them. My other character I have going at the moment is a custom build Paladin and my character is only wearing Heavy Armour so again, she would not wear the boots even though she is a Breton. If I want to travel long distances quickly I just buy Windwalker scrolls. Personally though I quite like just leisurely walking around exploring things.
As for the Signet Ring, personally i think its more beneficial to absorb the magic rather than reflect it. Therefore I agree with the stuff GregtheSleeper uses as I use the same stuff lol.
