| either you have a bounty on your head or your infamy is higher than your fame. if its a bounty you just need to pay it off or do the time then you can use the shrine thingy again, if its infamy then you need to get your fame up (eg clear oblivion gates, do missions for the fighters/mages guild, do the main quest...DONT do DB or TG quests..) |
