| I haven't done the Hlaalu stronghold so I don't know, but are there other requirements you have to meet as well as the deed? For example, with Telvanni you need the deed, some gold and two grand soul gems filled with powerful souls. Maybe you need something else as well as the deed before they will accept the deed. |
