| Do you have a weapon equiped? If so, is it a two handed weapon? Shields do nothing for you if there is no free hand with which to use them. As for it lessening your weight, that is because you have a heavy armor skill of 100, at Mastery level your armor does not encumber you.
For Salamander Shield, it adds six because it is enchanted with Shield for Six points, which means that when equiped you gain an extra six points to your armor.
