| Well I didn't find them at Vilvering, but I did find them at Piukanda and Sercen so you should look there for starters. Varla stones cannot be shot down because they are almost never in plain sight, but usually covered by that metallic cap of a sort that you need to lift. If you do see something resembling a Varla stone just outside be careful - it can easily be a trap - they turn red and shoot ... something ... at you when you pass by. Those cannot be taken.
