Hmmm, interesting...Sorry about the problem, but try the following:
..Right on the executable and select Properties
..Tell me what if anything is checked on the Compatibility tab
**Nothing should be selected on this page, but apparently there are a hand full of people that are noticing that somehow a compability enforcement is enabled when deploying .NET applications.**
If that does not correct the problem then please provide me with the names of the subfolder(s) in the "C:\WINDOWS\Microsoft.NET\Framework\" folder. {C:\Windows} may not be accurate on your system if you installed windows into a dir other than default. Even better just open msinfo32.exe and expand "Software Environment"..select "Loaded Modules" and file..export to a text file and send it to me.
Also, provide the following information straight from the system summary page of msinfo32.exe:
