| The paper Manual says it becomes available at Level 24, which is silly, because you get perk options at 23 and then 26, but NOT at 24!
I have an Unarmed char at the moment who is LVL 20, and I am looking forward to getting the perk!
Anyway - THE BAD NEWS:
Requirements: 8 STR, 8 AGI, LEVEL 33, UNARMED SKILL 200
