| It looks like we just quoted the manual in the sections on attributes and skills, and so who knows what's actually true in the game. From what I've seen, there isn't any reason to improve weapon or armor skills once you've removed the penalty from the equipment you want to use. Adding more strength should do something, but I don't remember what.
