Hmm, seems like an intersting character.
In my experience Evasion provides a bonus to your Armour rating and a percentage chance for an enemy to miss. I think I've managed to get it up to around 10% before and not really bothered with it after that.
If you want your character to be fast, I think Agility helps with that (as would reducing the time for each strike of a weapon (though that would decrease damage too).
I haven't had that much experience with the Thought Magic in the game, so I'm not exactly sure how that would work, just bear in mind there are enemies who are resistant/immune to it (so make sure other skills like your One-handed Melee are well backed up).
Personally I often go for Melee characters backed up with some divine magic (and sometimes Necromancy) and I can definitely say that you should continue putting points into a Melee skill the whole time. In one area you can easily be hitting monsters and in the next, not able to hit them 90% of the time. Unfortunately, it's not obvious to see when this will happen.
Otherwise I would say that character could work (I just wouldn't tag Evasion even if I was going to put points into it).
