They inteneded to do more with Minsc. The guarded compound in the Temple District in SoA was, IIRC, the finale of Minsc's quest. And I figure that if there'd been a quest, there'd be more character development.

Yes I agree it is the personal quests that add a great deal to a character. While there is a Minsc related component of the Unfinished Business mod that adds a quest it is Boo related... *sigh*
It's a shame really as Minsc could have been an extremely interesting and well developed character. (There is an NPC mod in development over at CoM that includes a romance with Minsc - I eagerly wait to see how this adds to his character)
