I don't really know, you sure you're talking about New Reno Arms and not one of the casinos? Try taking it to citizen Lynette in Vault City and see if it does anything.
2.In San Francisco there is a book that can be bought from shopkeeper in tbe house on left side of the road. The book is about repairing or upgrading power armor.Can it be used?
I seem to remember it might be needed to upgrade your normal powered power (light grey and green one). Though it was in the first Fallout that it was useful if I'm not mistaken, it doesn't seem to have a use in Fallout 2.
3.Are there some quests in Military Base?
Also there is elevator on some floor but i cant find a way to get to it.Can it somehow be used?
To activate the lift you need to find and repair the broken generator on that level, try using your science skill on the generator first before starting to try and repair it.
