| I once went through the main quest right off the bat, and ended up fighting Ur at around level 9. While he could have been harder, he was still *much* more challenging at that point. I can't help but wonder if the developers intended for people to fight him at a lower level, and hence set the difficulty level accordingly.
Who really knows though *shrugs*
