Pixel Shaders is a graphical technology with DirectX 8.1 or higher. It's mostly used to produce water reflection effects, and is supported only on the hardware level. That is, if your graphics card doesn't support it, no amount of software tweaking will help.

If your graphics card is a Geforce 3/Geforce 4 Ti (NOT MX) or above, then you can try downloading DirectX 9.0c and then upgrade to the newest drivers at Nvidia's website. Otherwise, your only option is to buy a new card.
