I don't believe the command line is wrong, but you can actually check it quite easily by yourself. Just compare the path where you installed IWD, and if the path is same as in that line, then everything should be in order in there.
Have you tried to reinstal? Old method, but works very well in many situations.
Haven't played IWD in ages, was there possibility to select what you instal? If there is you could check if you are able to only instal the main content, nothing more.
Also, you could also check if you get it work by changing that command line to refer you cd, like d:\ or d:\cd2 (I'm not sure if these works, but just see if there is that cd2 -folder somewhere inside the cd, and change the command line to match the path where the folder is in you cd. Also remember to include the cd2 -folder itself to path).
