I think this is old bug, which can be repaired by patch.
I'm not sure which patch repairs it, but I think it's the unofficial 1.05 patch.
Whatever the patch is, you can get it from
www.nma-fallout.com and I suggest that you start installing from oldest patch and install every one of them, including 1.05
