| If you are getting scalps from them, you may be in the wrong area. Bjornin gives you the reward when you have killed them, but they don't drop scalps. It is Officer Vai who buys the scalps of bandits (she is in that same inn as Bjornin.)
SPOILER:
The area you need to be in is the same one where Drizzt is found, two maps south of the High Hedge.
