I guess he simply does not open them - at least the locked ones. He seems to be that type of guy who rather reloads a couple of times instead of investing skillpoints in the lockpick skill and attribute points in dexterity. Both is needed if you want to pick locks, because every lock has a specific combination you have to find out. Usually this is done with a lockpick. You have to turn it left or right in the lock and if you choose the correct direction a couple of times the lock is open. If you choose the wrong combination, there is a possibility that the lockpick breaks. This depends on your dexterity. The ability to pick locks in general depends on the lockpick skill. Now, yes, it is easier to take a dozen of lockpicks with having approximately no dexterity and finding out the proper combination just by trying most possible combinations, destroying the whole set of lockpicks due to the low dexterity, remembering the proper combination and reloading. But I'm not sure if this was intended by the devs...
