| no idea about enemy VPs. I guess you could beat one down with your bare hands and count the damage you do...
as far as armor restriction, i think it was just to help balance the game. amoung other things, imagine wearing calo nords upgraded armor with master speed on as a lvl 20 scroundrel...your defense would be insane.
