Perhaps, but it is intended for upper-level characters. You originally aren't supposed to learn about the "sunken ruins" until you ask The Khajiiti Liar about it, and by the time your character is powerful enough to even
be in the Sheogorad region the entire quest is more of an interlude from shooting cliff racers for fun than anything.
Besides, when you look at Goldbrand's stats its admittedly not a
great weapon, considering it was the long sword of a Daedric god. Frankly, I think Keening is the biggest cheese weapon in the original game.
