| These are the minimum requirements for Morrowind, and any of the expansions. It looks like with your current set up you fall into the minimum requirements range. Upgrading memory helps, upgrading video card helps too, btw which brand of video card do you have? Nvidia or ATI or some other? Reason I ask is that you might need to update your video card drivers to play the game.
