By no means the best mods ever, but since they are made by the GameBanshee Morrowind forum, I feel they deserve a mention....
The Less Generic Non Playing Character Project:
A series of mods designed to replace the generic dialogue in towns with interesting and engaging dialogue, making conversations with NPCs worth having, rather than simply a waste of time.
The series so far:
Ald-Velothi: Racist hamlet on the northern shores of Vvardenfell.
Khuul: Fishing village close to Ald-Velothi
Maar Gan: Small town in the Ashlands, best of the three mods.
