Have you patched your game fully? Might be a gamebug/glitch that has been corrected in a patch version.
Otherwise - I can't really think of anything you can do to complete it.
Does your journal recognize that you have found the right book? (the book should be called something with "Complete History of the Creator Ruins" if I remember right). |
