It seems that this is a very common sticky point for the romance. Dermin doesn't show up everywhere, for me I was in the Temple District. I think most parts of Athkatla are OK, but that is about it.
If you haven't already tried this ... go to Athkatla (Temple District) and use the pause technique. See if you get Dermin there.
Now, for some, this still might not work. What may be happening in this case is if it fails once you are screwed forever. So if my above suggestion doesn't work try reloading a game before the *first* time you got dialog #29 (i.e. right after #28). Then make sure you are in Athkatla, use the pause technique and let 'er rip.
